Introducting mNPRs across B.C.
In April 2023, The Ministry of Health (MoH) and Nurses’ Bargaining Association (NBA) signed a memorandum of understanding to adopt minimum Nurse-to-Patient Ratios (mNPRs) across British Columbia (B.C.), a first in Canada.
Interior Health (IH), alongside other health authorities, is actively implementing mNPRs across the province as a transformative staffing initiative that aims to improve the working environment of health-care providers and quality of patient care.

What are mNPRs?
The ratios represent a minimum number of nurses deemed necessary to care for the number of patients on a given unit. They are part of a comprehensive strategy to address staffing shortages and improve working conditions for nurses, enhance patient care, and build a resilient health-care system.
mNPRs will be implemented across three sectors:
- Hospital-based care settings
- Community and non-hospital care
- Long-term care and assisted living
