Inspection reports
To make sure that licensed facilities are operating in a healthy and safe manner, our licensing officers conduct regular inspections. We are committed to informing the public about our work and providing you with the information you need about care facilities.
If a facility is in non-compliance or has an infraction, it means that they are not operating according to legislated requirements. A licensing officer will discuss infractions with the facility operator and, depending on the level of risk associated with the issue, make an action plan to resolve the matter.

Illegal operators
Facilities that operate unlawfully without a licence (in contravention) can pose a threat to the health and safety of individuals in their care. We are committed to ensuring that the public is aware of unlawful care facilities.
Unlicensed child care in B.C. consists of family child care homes that are not regulated but are permitted. According to the Community Care and Assisted Living Act, anyone without a licence may care for two people not related to them, at any one time. If someone cares for three or more people without a licence, they may be operating unlawfully.
When providing care to children, a person without a licence can have a maximum of two children or one sibling group in care, in addition to the care provider’s own children. This means a care provider can care for more than two children at any one time if the children are all from a single sibling group (brothers and sisters), or the care provider is additionally caring for their own children.
Licensing officers investigate complaints about unlawful care facilities in operation. The location where care is provided is inspected, and the number of persons in care is confirmed. If unlicensed care is being provided, the operator will be asked to reduce the number of persons in care so that they are no longer operating unlawfully.
